Batman: Arkham City (2011) #5: Victor Zsasz is a homicidal psychopath, who believes people to be nothing more than zombies that needed liberation from their lives. He gives them their "salvation", by slitting their throats and posing their bodies in a sick and twisted positions.
Victor Zsasz was transferred to Arkham City some time after the Arkham riots and prior to Protocol 10.
Zsasz had received an escape route map from Hugo Strange (anomalously), using it to escape the Arkham City facility, via the sewer systems. However he had not realised that his release was really a ploy by Strange to show the security of the prison and the strength of protection the Tyger Guards could provide.
He was beaten by Tyger Guards, with the images being streamed live on the news, gaining the support needed to prove that Arkham City was not a place where anyone can escape from.
